Swimming within the US is governed by USA Swimming and SafeSport.

Athletes and their communities are able to report alleged abuse and misconduct to SafeSport, USA Swimming, or both. Both SafeSport and USA Swimming allow anonymous reports to be made. 

It should be noted that if you’re reporting sexual abuse or misconduct, it will most likely be SafeSport who handles the report and that USA Swimming may file a report with SafeSport if you haven’t already done so.
