Cycling within the US is governed by USA Cycling and SafeSport.

Athletes and their communities are able to report alleged abuse and misconduct to SafeSport, USA Cycling, or both. Both SafeSport and USA Cycling allow anonymous reports to be made. 

It should be noted that if you’re reporting sexual abuse or misconduct, USA Cycling will report it to SafeSport and law enforcement, when appropriate, within 24 hours. 

To report alleged abuse or misconduct (either anonymously or non-anonymously) to USA Cycling, you can use their form here, email them at 20USACyclingSafeSport@usacycling.org, or call them at (719)744-3301. If you email USA Cycling to make a report, they ask that you clearly describe the incident, location of incident, dates and times, and people involved.
